Pasco Announces Interim City Manager

The City of Pasco has announced Dave Zabell as Interim City Manager, beginning February 1st. Zabell is a long-time leader and familiar face at City Hall, as he led Pasco for nearly a decade prior to his retirement in 2022. The City Manager is Pasco’s top executive officer, and serves at Council’s direction to ensure that City services align with the policies and directives set by City Council.

Mayor Pete Serrano says that the move was made to ensure continuity of service and stability during a time of transition for the city.

During the interim services, Pasco City Council will work to determine a process for hiring a new, permanent City Manager. The community can stay informed on the process by watching City Council meetings or following the City on Facebook.

City of Pasco - Updated Speed Limits on Key Corridors

In alignment with ongoing efforts to enhance road safety and community well-being, the City of Pasco announces an update to speed limits on two corridors to ensure safer travel for all road users. New speed regulations will be introduced on West Court Street and Sylvester Street. 

  • West Court Street: The segment between Road 96 and Harris Road will see a revised speed limit of 25 MPH to address safety concerns related to high pedestrian and bicycle traffic, particularly as this area connects to the Sacajawea Heritage Trail system. 

  • Sylvester Street: Speed limits will be adjusted to 30 MPH between Road 54 and 20th Avenue, reflecting changes from recent safety enhancements and infrastructure improvements.

The decision comes after comprehensive traffic studies by licensed traffic engineers, taking into consideration road geometry, traffic volume, speed patterns, and community feedback. These changes aim to match the evolving needs of our community and promote a safer environment. 
 
New speed limit signs, flagged as "NEW SPEED," will be installed on Friday, January 31st.

Richland Neighborhood Safety Program Accepting Petitions

The City's Neighborhood Traffic Safety (NTS) Program to improve neighborhood safety by reducing traffic speeds and cut-through traffic is accepting petitions through 5:00 p.m., February 28, 2025.

Residents can play an active role in addressing traffic-related challenges within their neighborhood, which can result in installing safety measures.

Requests for a street or neighborhood review can be submitted year-round, but those received before February 28 of each year will be evaluated and scored for further review and possible implementation that same year.

City of Pasco Welcomes New Interim Leadership, Bids Farewell to Adam Lincoln

The City of Pasco is pleased to announce a key transition designed to guide our community through a leadership change. In a special meeting held on January 27, 2025, the Pasco City Council approved Resolution No. 4560, authorizing an agreement with GMP Consulting for Interim City Manager Services, and granted an early contract release to City Manager, Adam Lincoln, effective January 31, 2025. 

Lincoln, who has served Pasco since 2020, will soon begin a new chapter as the Executive Director of the Port of Pasco. Section 10 of the City Manager Employment Agreement allows the City Council and outgoing City Manager to agree on a shorter departure timeline than 60 days’ required notice, in the interests of facilitating a smooth leadership transition. 

Interim leadership will commence February 1, 2025. 

Mayor Pete Serrano shared his appreciation, saying: “We are thankful to Adam for his leadership and vision during his tenure. This is a pivotal moment for Pasco, and we are confident that these changes will keep our city moving forward on a path of growth and innovation."

This decision underscores Pasco’s proactive and strategic approach to governance, ensuring the city continues to thrive and provide top-tier service to its residents.

3 Rivers Community Foundation is excited to announce that applications are now open for scholarships available to students in our community. Thanks to the ongoing support and generosity of our donors, these scholarships are designed to provide financial assistance to students pursuing higher education to help them achieve their academic and career goals.

This year, 3RCF is proud to feature nine unique scholarships that cater to a variety of academic interests and needs. These scholarships range from those aimed at students pursuing specific fields of study, to those intended for students with financial need.

These volunteer positions offer an excellent opportunity for residents to actively participate in shaping the city's future and contribute to its operation. Adam Lincoln Named Port of Pasco Executive Director

Pasco City Manager Adam Lincoln has resigned as Pasco City Manager and accepted a new position as the Port of Pasco Executive Director, which was approved by the Pasco Port Commission on January 17th. Lincoln will be stepping into the role held by longtime Port of Pasco Executive Director Randy Hayden, who will retire in March.  

“This decision was not made lightly or without a great deal of consultation with my family,” Lincoln says. “I have been honored to serve the employees, the city council, and the residents. It is my firm belief that things have moved in a positive direction since joining and I have full faith and confidence that this trend will continue going forward.” 

Lincoln joined the City of Pasco in 2020 as Deputy City Manager, and was appointed City Manager in April 2023. His resignation will be effective in March, per his contract. 

Hayden has been with the Port of Pasco for nearly 25 years, serving as Executive Director for the last 10. Port of Pasco Commission President Jean Ryckman says she’s excited to welcome Lincoln as Executive Director. 

“We’re thrilled to have a proven public leader of Mr. Lincoln’s experience step into the role of Executive Director at the Port,” Ryckman says. “Mr. Lincoln was chosen from a field of highly qualified candidates after an extensive search process. We believe he brings the right fit of executive experience, entrepreneurial spirit, and community collaboration that will serve the Port district well.”

Pasco City Council will decide the best course of action regarding the City Manager position in the coming weeks.

City of Pasco: New Animal Services Facility Grand Opening Feb. 4

The City of Pasco is excited to celebrate the grand opening of a new animal services facility, and officially introduce TCAS’ new brand identity as Tri-Cities Animal Services. This name better reflects our full mission and highlights the critical role TCAS plays as an animal control authority in the Tri-Cities, with a focus on public safety, transparency, and community education; along with a steadfast commitment to animal welfare.

Members of the public are invited to attend the grand opening of the Tri-Cities Animal Services’ new facility on February 4, 2025 at 1:00PM. Visitors will have the opportunity to see inside the new building located at 1311 S. 18th Avenue in Pasco, including expanded adoption spaces and an upgraded intake area.
