The City of Pasco is seeking proposals from qualified organizations, nonprofits, and individuals to manage and operate two City-owned programs and facilities beginning in 2027.
"These programs have played an important role in the growth of downtown Pasco, and we're excited to give community organizations and local leaders the opportunity to help shape what's next," said City Manager Harold Stewart. "We're looking for partners who share our vision of a vibrant downtown where people gather, support local businesses, and enjoy spending time." Applicants may submit proposals for one or both of the following opportunities: The Pasco Farmers Market is one of the oldest markets in the region and features locally grown and locally produced fruits, vegetables, meat, baked goods, and artisan products. Located at Peanuts Park in the heart of historic downtown Pasco, the market serves as a gathering place for residents and visitors while supporting local agriculture and small businesses. The Pasco Specialty Kitchen is a certified commercial kitchen and small business incubator featuring multiple walk-up vendor windows. The facility provides entrepreneurs with affordable commercial kitchen space to prepare food, while also offering direct-to-customer sales opportunities through its vendor windows. A Request For Proposals (RFP) is not a contractual offer or a commitment to purchase services. The City will evaluate proposals based on each applicant's ability to effectively manage daily operations, support program growth and innovation, maintain regulatory compliance, and provide high-quality service to vendors, clients, and the community. Proposals are due by August 5, 2026. Additional information, proposal requirements, and submission instructions are available on the City's RFP/Bid Postings webpage.
