Pasco City Council: Reduced Permit Requirements for Property Improvements

The Pasco City Council has approved important changes to simplify the property improvement process. Building permits will no longer be required for certain common projects, including:

• Roof replacement
• Siding replacement
• Construction of certain driveways
• Construction of decks, fences, and awnings, within certain size and location limits
• Construction of sheds or small workshops

Important: Depending on the size, location, or intended use, some deck, fence, or carport projects may still require a permit. Residents should check with City staff or review the requirements before beginning any project to confirm applicable requirements.

Although these projects can begin without a formal permit in many cases, all projects must continue to comply with the requirements of the International Building Code (IBC) and the International Residential Code (IRC). This ensures that improvements are safe and meet established legal standards.

Residents planning a project can contact the Community & Economic Development Department to request specific information about their property or receive personalized guidance, without needing to apply for a permit for work that meets the new exemptions.
