The Richland City Council has selected a candidate to fill the vacant City Council Position No. 4 following a competitive application and interview process.
After reviewing applications and conducting interviews during a special meeting on Tuesday, January 27, 2026, the City Council reached consensus and appointed Todd Samuel to the position in accordance with the Richland City Charter.
